repairs prior to painting


Good evening all,

My wife and I recently purchased out house in CA and while we got a great deal it wasn't repairs that have needed to be done. I have been painting most of the rooms but have a question about my bedroom. It looks like the were a lot of repairs done to my ceiling in my room because you can see the compound that was painted over. Most of it is small but there is one huge repair where it looks like they ran ducting through. Can I sand these spot down? and how would I reapply the texture that is on most of my ceiling? Pictures are enclosed.

Trying to match old texture is one of the hardest jobs even for a pro. More often then not the whole area will need to be redone.
There's hundreds of differant textures and ways to do it and even dozens of differant tools.
