Repainting Kitchen Cabinets
 
I live in a manufactured home. The cabinets are cheap pressed something or other (not wood). I painted them once with a water based paint. It's has tiny peeling spots in some areas but isn't too bad. I want to paint over that paint now. Do I need to primer it, with a water base primer first, then paint with another water based paint? I'm just an old granny trying to take care of things myself.:)

if it is peeling, you will need to sand them and re-prime.
Check out Zinsser for a water-based primer.
Use Melamine paint for your top coat. It is available in a water-based mixtures well.

Ditto except for that I am not sure about the melamine suggestion. It does give a nice hard finish but I find that it chips too easily and the chips are hard to surface out later.

You need to degloss the current finish with either sandpaper or a chemical deglosser.
