Repainting concrete floors

BM Latex Floor & Patio Enamel was recommended to me for basement floor paint, last painted 15 yrs ago with an oil-based product. We've scraped it heavily. Any special solution to use to scrub it? Any experience with durability of this product? The previous product flaked extensively around laundry tubs used for dog bathing.They REALLY hate baths, so it got pretty wet, but only 1x/month. Thanks.
