Removing Paneling Seam Covers

I also have a question regarding paneling. My entire house is paneled over plastered walls and I am not cosidering removing the paneling. The paneling has seam covers between them. I would like to have walls without the bumps from the seam covers. I am thinking about using a Dremel tool to remove the front of the seam cover, then applying wallpaper. Any suggestions?

BTW, I have already primed and painted the paneling.
