removing oil paint from interior cement wall


We live in a cinder block house in a humid climate. The interior has been repainted at one time with a cheap oil over latex and now we have a chaulk peeling problem.and in some spots the paint appears tostill be "tacky". . I have tried wire brush and scrapers but to no avail in removing the paint , ( walls and celing )
We want to repaint using a acrylic off white, what would be the best way to remove the old paint and prep for the new paint?
