How to remove 2 different kinds of paint from an unfinished basement concrete flooring. The first one is a stain (RED). The other paint painted over it is a regular concrete paint (BLUE). The blue paint is just peeling off and the older paint underneath is now showing through and not peeling but is chalky. It has been there for over 30 years. How to do it to have a clean non-painted concrete surface.
