Removal of peeling semi gloss paint from ceiling

I removed the peeling wallpaper from my kitchen ceiling to find patchy and peeling semi-gloss paint on plasterboard. Is there an easy way of removing this?

Nope. Scrape, and sand. You must remove ALL the loose paint, or no topcoat will go well. However, if a particular patch is sticking to the wall fine, you don't need to remove it.
