Refinishing Wood paneling


I recently bought a house that was built in '80 and it has wood paneling, im assuming cedar and it is very coarse/rough and im guessing unfinished.

Im either wanting to sand it down and put some kind of finish on it (suggestions?) or just give it a real good cleaning (id be surprised if it has ever been cleaned. What would i clean it with.

Im open to anya nd all suggestions and ive included a couple pics.
