Refinishing a bar

I have a bar that is in bad shape on top. I sanded it very well and when I applied the polyurethane it fish eyed. I think they used an oil finish. Any way I can get the poly to adhere properly? Will sanding sealer do the job?
Thanks

Refinishing a bar

I found some good trouble-shooting suggestions for fisheyes here:

Haven't had to deal with this problem before... but hopefully that helps
