Refinishing a bar

I have a bar that is in bad shape on top. I sanded it very well and when I applied the polyurethane it fish eyed. I think they used an oil finish. Any way I can get the poly to adhere properly? Will sanding sealer do the job?
I may go home hungry, but not tired and hungry.
