Priming fresh stucco.

I will be painting some new stucco. KILZ2 says it can be used to prime the stucco after a 7 day curing period.
Is KILZ2 good choice?
Is 7 days enough drying time now that the humidity in FLA has gone way down?
Latex over the KILZ?
Can I paint directly without priming?

Skip the Kilz2. You can paint directly on the stucco as long as it is a good masonry paint which will expand a bit when it dries.

Sure. Besides Kilz2 is the worst exterior latex primer on the market. Anything would be better than using that.

If you have a Sherwin Williams near by you could apply 2 coats of Loxon XP, or prime with Loxon masonry primer first then apply two top coats of a quality acrylic latex, or apply two coats of Shercrete which is a flexible, breathable acrylic latex and all of these products come in a multitude of colors. You should not paint directly over the stucco without first priming with the proper product or using the right product.
