priming before spackling plaster

Do I need to prime very old but stable plaster walls before i spackle? The eight year old paint has crackled in several areas in a bedroom, mostly on walls that butt against bathroom and exterior walls. The plaster appears dry. Also, is there
a special primer i should use in case it has to do with dampness? I am using latex satin paint and kiltz primer, I think it is the mildew resistant product.

What I would be asking is what caused the cracking. Is there staining around it? is it flaking? is it a crack in the plaster, or just the paint?
Different solutions for each.
But to directly answer- you would not need a primer first but after yes, and which Kilz ( not Kiltz BTW..) do you have- the original oil?
