You do understand this is wainscote not the whole wall? And is probably wood though does not have to be.

Yes, and after rereading the top post it's probably a small enough section for joint compound. Removing layers of paint from an entire lower section of a wall may be more trouble than it's worth but it's hard to tell exactly how poorly the paint is sticking.

Even if the wainscoting that's affected is a single panel, removing the paint on only that panel would be kind of weird because the adhesion on the other panels would be no better. I think I'd patch it, but the kind of wainscoting is another thing we don't know.

i just the squares boxes on top of drywall. i thought it was true panels.... whats the best way to get the surfaces even on the detail work of the wainscoting...

The options have already been mentioned but I'm not sure which the best one is. If you start stripping more paint you may have to strip it all to be satisfied. I'd try to patch even a curved surface if the unevenness is in a small area.

I've had walls with gloss oil paint on them and primer just peeled off.I purchased a deglosser product frm homedepot.Just wip area down and let dry , need no primer just top coat. Good luck
