Scrape as much off as you can with a wide putty knife or something similar. Clean the walls with TSP substitute (you mainly want to clean the old surface that you exposed). If there's still new paint on the wall that doesn't stick well, remove it with stripping pads like Brushjockey showed you then clean the wall again with TSP substitute. Sand, then clean the wall again with TSP substitute and paint. Most people would probably skip a step or two. It's up to you.

with out seeing who really knows. I can tell you, with no prep at all, I have painted semi behr over semi behr over some questionable surfaces, as in rentals and have never had a problem .you can say what you want about that behr but it does stick .,

Uh-oh, Chris, you are going to anger Jagans the roofer who wonders why "so-called professional" painters are afraid to use Behr paint..........read thru the posts and now you can understand why we "so-called" pros avoid Behr like the plague.

If the remaining paint won't scratch off with your fingernail then you just need to smooth out the surface. I hate 3M for not providing documentation or even a large enough image of the product to read the packaging, but they also make a "Final Stripping Pads" that are like 0 steel wool. That will be less aggressive and even things out at least a little.

The thing is if paint is still peeling off it is not bonded so it has to come off or whatever you put on it will also come off.

If it can be then just try to not let that happen. You were satisfied with the old coats so I don't think you have to worry that more paint can be pealed off. You probably just have a thick coat of paint that adheres to itself better than to the wall. That doesn't mean it's not stuck to the wall You mainly have to remove the paint that's not stuck to the wall. A putty knife or some other scraping tool is the best way to remove unstuck paint. The pad is best for removing it all.
