polyurethane over old furniture finish

I just read elsewhere that:

1. Poly doesn't work over some finishes (lacquer?)
2. Oil-based poly works over anything.

As I am not sure what this used (relatively new--5-10 years) oak table is finished with and would rather not have to try to figure it out, is it true that oil-based poly will work over anything?
