peeling paint on plaster


The problem is the peeling paint.

Walls/ceiling are smooth plaster 55 years old.

Walls were originally painted with latex, and I also assume possibly not primed. That paint was on there for decades.

Problem is that it was repainted with beige colored latex a few years ago. Never had any problem with peeling/flaking before. But over the last couple years the paint is starting to peel down to the white plaster. The feeling of the plaster is that it is hard, not crumbly, and will leave a trace of white powder on your finger (but not much) when it is rubbed.

I assume that the original paint never stuck very well, and as a result the beige paint pulled the old paint away as it dried and shrunk over the years.

There are no moisture (leaking or humidity) problems as no water staining is evident.

The total area affected by the peeling amounts to several hand-sized areas in two rooms.

So the question is....What sort of repair is required?
Strip all the paint down to plaster- I DON'T WANT TO DO THAT!
Scrape the loose stuff away. Top with spackle? Do I have to prime the plaster *before* spackling?
Will adding another layer of paint result in more peeling?

Scrape the loose stuff away and wash off any residue. Mix some plaster repair or hot drywall mud (sold by set-up time from 5-120 minutes) and make the repairs. Prime the repairs. Paint.
