Paneling, Painting and Venetian Plaster


My child hood home has paneling in the living room, it was put up because the paint was peeling. I now own the home and would like to give the walls a Venetian Plaster look. I was thinking if it would work and look good to Plaster over the paneling and make it look like venetian plaster or if i take the paneling off (which i know already that the paneling is just nailed and not glued) could i plaster over the peeling paint or would that have to be sanded first? I would like to do of course the easiest method and that will also look good. Any help would be appreciated.
