Painting this wall

As you can see this wall is damaged. My initial procedure was to sand it down, and apply primer, and finally apply paint. This wall is exposed to damp. Firstly is the procedure correct ? If so, what kind of primer should I use ? and what finish of paint should I use ?

Why can I not view the pictures? It tells me I don't have sufficient permissions or my account is waiting activation.
