Painting with shellac

Can you use Zinsser's bull eye shellac on rusting non-galvanized screws on latex painted outside hinges to stop them from "bleeding" a rusty color?

Yes, but I think an oil primer might be better- not as brittle outside, and Shellac does transfer moisture - just a little- .
Try Cover Stain.

Unless you remove all the old paint and rust, shellac won't last long. As Brush said, you'll do better with an oil. Better yet would be a rust conversion product. of all, remove the screws and replace with brass, galv, or coated exterior screws.
