Hello, I have a few questions on how to paint my house.

I'm painting a off white room wall with a few spots missing a paint / paint chipped.

1) Do I just cover it with primer (which kind of primer) and then paint over it or do I have to prime the whole wall?

2) It has the texture that comes with new homes, will painting it get rid of it? If so, what kind of paint roller cover should I use to maintain it?

3) For picking the size of the paint roller cover (1/8, 1/4, 3/8, etc...), do you pick according to what surface is already there, or what surface you want to appear?

Best general use primer is Zinsser bullseye I would use a 3/8" nap roller, (I like lambswool ) and no it won't destroy the texture

You should be able to "spot prime" jut the spots that need it

There are many textures for new homes, but paint colors, it doesn't fill
Painting should not smooth out any texture

Which size nap to use painting depends on the wall texture type (and size of cracks, popcorn, sand, plaster...)
It has very little to do with how you want the wall texture to appear

If you are referring to paint stipple (the little teeny bumps left by rolling paint), the paint itself has more to do with that than nap length
A good quality paint will have more "leveling characteristics" and leave less "stipple"

Mostly smooth walls could be done with a 3/8" nap, light to medium textures will most likely favor a 1/2"

Can you get a picture? I am not sure exactly what you mean.
If you are missing good size chips of paint then you will want to fix that prior to painting, as Slick said paint will not fill paint chips.
