I made the mistake of painting a satin paint over semi-gloss. Of course it isn't sticking well. Can I just prime over the paint I have on the wall now or do I need to sand over the entire thing?

Yup what you did was use a water base paint on an oil base and that’s why you have a problem. Now you have to remove the paint by sanding and cleaning your walls with TSP you can find this at any paint or home center. After sanded and cleaned your wall(s) use a oil base primer and you can either apply a water base or oil base finish coat over it with no problems...
