Painting Over Paneling: Primer Recommendation

I ab getting ready to paint a basement apartment currently with paneled walls. The paneling is on the glossy side of standard paneling.
I am not wanting to degloss all surfaces or sand. I may consider doing this is the high wear areas only.

I generally never wash, sand or prime painted surfaces before re-painting, but I think I won't push my luck on this project.

My questions are:
What is the best primer for my situation?
Will the shellac based Zinsser B-I-N primer be the best?
Better than Kilz original? It's about 3X the price, but don't mind paying more for superior performance.

Even when using a bonding primer, sanding, at least a bit, is generally smart. It's an insurance premium. If you were to take a pole with a sanding head on it, running it over the walls with some 120 grit paper would take less than an hour, depending on the sqaure area. At least get the high wear areas, the areas that will take some banging, stairs, halls, etc, the close quarters stuff.

Yeah, you don't want a peeling mess of this scale. And a standard finish with no bonding prime, no sand would probably be just that.

Kilz is not a bonding primer, which is the least you will need with low sand. An oil option is Zinsser Cover Stain, which would handle the bonding, but I don't think would be the best if the panel is cheap and may bleed. That would make BIN the best of both worlds, besides having superior bonding quality. Whichever you choose, since it's a basement, take some time to establish a well ventilated work space, extinquish any pilots, and possibly getting a respirator. Sounds like you have a plan. Stay posted.

zinsser cover stain oil base. its important to wash walls and rinse to remove any lemon pledge,or liquid gold .then lightly sand, i mean you could knock out a room in a hour .were not talking bout saw dust here your only deglossing. cover stain, 22dollars at the big boxes has a lot of body and rolls very nice .i think it says top coat in 2 hours but i let it go over night .
