Painting over marlite ceiling in bathroom?

My daughter has on older house and would like to spruce up her bathroom without alot of cost. Her ceiling in the bathroom was originally marlite paneling of some sort that has been painted over. Now the paint is peeling off. What type of paint or treatment could we use to repaint the marlite?

If you're on a budget, scrape as much loose paint off as you can. You want to get down to a sound surface. Apply a coat of Zinsser 1-2-3 primer to bond to the Marlite & repaint with a reputable paint such as Sherwin Williams or Benjamin Moore.

Should I use oil base or water base paint?

I would use a paint specifically made for bathrooms.

Zinsser 1-2-3 is a WATER-based bonding primer.......and, as Chris suggested, the Perma-WHite latex is great for bathrooms. It, too is water-based.

I believe the Perma White says it is self priming ( memory, not so good), in any case I would prime first with the 123, it cannot hurt.
