Hey guys I built this shelf to go under my tv and I thought it would be a good time to stain it yesterday while I was drinkin and bbqin and its all jacked up. The stain I used had the varnish built in. Of was one of those two in one deals. Do I gotta sand that drug off before painting it or will the paint stick as it sits right now? I only put one coat of finish on that wood yesterday.

Damn so I gotta kiltz it? If I use kiltz do I still gotta sand it? It's a ***** cause it has fancy trim with grooves everywhere. It was supposed to look fancy. I should have gotten regular stain like I usually do...
Kilz is not a bonding primer. use Zinsser cover stain. Even a light sanding will help the primer bond better.

Hit it with some 1-2-3, let it dry good, and paint it.

If you're using Polyshades, it probably does look messed up. That's a product that you have to apply in multiple coats to get the color/look you want. If it was pine, a preconditioner may have helped make it look less splotchy. In any event, prime and paint.
