painting over cracks in paint?

The paint in our guest bathroom has stange cracks throughout (see photo). It looks like the same paint that was used throughout the house, but I haven't seen anything like this anywhere else in the house. The home was new construction, but a foreclosure on the builder so I don't have anyone to call to ask questions. Would primer and a fresh coat suffice, or do i need to do something else? I'm confident in my painting skills, but i don't know anything about what needs to be done to make sure the cracking is taken care of, or why it cracked in the first place.

Could be a flat over a harder glossy surface+ humidity making to expand and dry at different rates.
It needs something ( a good primer) that will stabilize it.
here again ( for those playing at home) I think Zinsser Gardz is a good choice because it will penetrate and seal.
Finish with an eggshell that can put up with the changes, not a flat that will absorb.

Good call on this one BJ.........the only time I've seen this type of "cracking" was in a bathroom without an exhaust fan. Once fan was installed and walls were properly primed & painted, the problem disappeared.

Could that have been from an over application, a heavy one and done? Either way, follow brushjockey's advice. Sounds good.

Could also be the dreaded paint over wall paper paste scenario.Still need to follow said advise.
