do i need both priamer and paint or will a combo do also what about those vents under the overhang?

What vents, there has to be dozens of differant vents it could be.

You should prime the gutters first with a plastic or high bond primer latex primer if they are vinyl. Use a rust inhibiting primer if metal. Proper prep of course.

Rattle cans might come in handy for the vents.

If the gutters are aluminum then just clean them and make sure there mold free and use Sherwin Williams Super paint or better yet, Duration.
It's used all the time on alumium siding.
Going to be a lot of fun trying to paint the soffit if it's triple vented vinyl.
When I've had to do it I just remove all of it and install the differant color needed.
