I have a rail fence made of fiberglass pipe - tried painting with fence paint (Lowes), which peels off in large flakes. The fence is three-rail, about 3/4 mile total, so sanding is not an option.
What can I spray on that will stick and not send me to the poorhouse?

This is a really old post and hope it has been resolved. Quality of the paint was probably an issue leading to fail. A quality solid color acrylic stain, like SW Woodscapes might have been a better choice. A bonding primer and then paint would have been an alternative but that is a lot of fence for primer and paint.
Cannot skip the prep just because there is a lot of fencing. Even though sanding is not an option, powerwashing the surface would be a good idea. You have to have something clean the solid stain or primer and paint can stick too.
