I'm running on memory here but I believe you have to have a bonding primer if you're going to paint with latex.

Zinser Peel Stop qualifies for that purpose.

Ordinary primer is fine for ordinary concerete
It wouldn't hurt to ask at your local paint shop (not big box) what they carry thats the best for your project (even ordinary latex primers come in different flavors for different projects)

Is it interior or exterior? I love the BM acrylic masonry primer 066-1. It has a soapy feel (from the surfactants I believe) and is designed with a proper PH to work on raw stucco or concrete. It soaks in deep to grab surface well and can be top-coated with latex. It's always my choice.

Make sure no efflorescence (white powder) is on surface- if it is, wash with a slight acid like vinegar to neutralize first.
