Painting bedroom closet


I need to clean and paint this bedroom closet..

Based on reading a lot of posts in this section, I have realized preparation is the key for paint.

How do I know that my preparation is done.. it is good for paint.. ?

On a side note.. All my walls were apinted by Behr by a contractor.. To be honest, they like bad or even ugly .. but the reason is totall lack of preparation.. I see some lumps of paint on my wall at some places.. I believe after he filled the cracks, he didn't sand enough..

Sorry for not highlighting my question..

The question is - How do I determine that preparation (sanding, filling, caucking, etc).. is done and priming can be started ? Is the surface should look dull or smooth or etc ?
