Painting basement walls (Fake wood?)

Hey guys! Finally want to get around to re-doing the basement. All the walls are already covered with what I can only describe as fake wood panels? They are semi-glossy, little rough.. Not sure if really fake or not, might not be due to age of the house.

Anyways, I debating about putting up drywall, but I think if I just paint time white I will save a lot of money with a very close look to what I'm after.

Any suggestions as to paint, primer, steps to be taken? Brand of paint?

I want the basement to feel "bright" should I go glossy-semi-flat?

Lightly sand, clean and paint with whatever floats your'e boat.
Me, I would use Ben Moore Regal eggshell or flat, but since I cannot get it here, Sherwin Williams super paint would do.
No reason for semi gloss on any walls, .............. ever.

The most important part of the job is getting whatever hits it first to bond well. I recently did alot of paneling-
Thorough sand- then i used a TSP substitute to wipe on to degloss and remove sanding dust. Then prime with a really good bonding primer.
Zinsser 123, Stix, Smart Prime are good examples.
Then I used BM regal Matte for finish.

If it is a thin vinyl clad siding, just be careful not to sand through the vinyl into the base layer.
