I have noticed lately that the rought texture paint in my garage is flaking off. How do I take care of this?

I have noticed in the past couple of months that the rough texture paint on the ceiling in my garage has been flaking off. Can you give me some pointers on how to take care of this. And the reason that this is occurring?

Moisture is probably the problem - attach some pictures and i will tell you how to fix it.
