does furniture have to be sanded before using zinsser cover stain primer?

wash, rinse,to remove any lemon pledge .then lightly sand fine sand paper.all you are doing is breaking the gloss and it will not take you long .when using cover stain use a nylon polyester brush .

Yes, just scuff up the gloss of the previous finish. You want furniture to be durable, as it gets more wear than, say, a wall. So I would always take the extra few minutes to scuff sand.
