Painted over wallpaper paste

We had our bathroom painted after the wallpaper was removed. The painter told us all the paste was off, but now that he painted we can see that there are many spots were it wasn't removed. The paint is "crackly" looking. What is the easiest way to fix this?

Please tell me the painter tried to prime before painting? Do you know with what?

Painted over wallpaper paste

I have a bath to fix soon with just this problem.
My solution- Prime all with Gardz. Tight skim, sand, reprime ( gardz again wouldn't be a bad idea, I'll probably use something with pigment- getting to like 123 Zero..) Paint with a quality ( that would be Regal or Aura from BM for me) eggshell.

Scrape, sand, clean and do as "brush" suggests
