painted my bathroom walls with zinsser perma white

Hi I painted my bathroom walls with zinsser perma white about 2 weeks ago. Today I topcoated with Behrr premium plus latex and have noticed some
rough areas. How can I get rid of these strange rough areas?
I have to say I would never use this product again as it is horrible to apply with a roller and takes way to long to cure when you are on a short timeline.

Perma White is a top coat. Why did you use it as a primer? How did you prep the Perma prior to applying the Behr? Looks like you're have a reaction.

You need to understand that PermaWhite serves no purpose at all if you cove it up. The anti-microbial properties only work when on the surface. Covering it negates its ability to kill the spores. Personally I don't think much of PermaWhite, but it's better than Behr.

I guess I don't understand the "short timeline" thing........you painted 2 weeks ago and you're worried that this latest coat isn't drying fast enough? Wow.
