painted concrete under the wall paper?


Any and all help would be very much appreciated!
We live in Costa Rica (a lot of moisture and quite cold) I am trying to remodel some rooms in our house. Ripped off this old ugly wall paper, because we want a smooth painted wall finish, and found concrete walls. The walls have a lot of small cracks and holes. Glue is not apparent but the walls are white. I think its old paint. Can you give me a step by step?
Materials for holes and crack filling?
Glue/paint removal necessary?
smoothing the wall?
Sealing the wall--type product and # of coats?
Painting the wall--type product and # of coats?

Did the paper come off easily? The paint you see, may actually be wallpaper sizing.

Get yourself educated on what to use to fill the cracks, there are lots of products for that. Use something that can be painted.

Wallpaper paste is probably still on the wall. Any orangish or yellowish material? just wetting the wall and feeling it with your hands will help you determine if paste is still present.

Once you're done with those two projects, you can proceed with prepping for paint.

Yep,
It is yellowish and sticky. I will try and wash it off before I start patching

Get some DIF, wallpaper remover you add to water. If you can deal with the mess, roll it on with a short nap roller, otherwise use a sponge. Get the wall wet, and keep it wet until the paste is well saturated. Scrape off most of it with a drywall knife or something similar.

Then use a sponge and clean water to get the rest. Keep changing the rinse water.
For future reference, when the paper comes off in big sheets, you can lay it on the floor to catch excess water when getting the paste off.
Hope this helps.

EDIT: Forgot that you're working with cement, if the rough surface tears the sponge, use a scrub brush.
