Paint on wallpaper


We bought a house 6 months ago and the sellers (i.e. the bank) came in to the house and painted the entire interior the same color and painted over everything including wallpaper.

The paint is now peeling and we can see the wallpaper behind the paint - vertical lines.

My question is how would one go about removing the paint and wallpaper?
Would I go strait to steaming the walls and then peeling the wallpaper off or will I have to scrape the paint off first?

Also the popcorn on the ceiling in certain area looks spongy although no rings to indicate a water leak, any ideas?

There is a box up at the top that says search this forum-
Put in " stripping Wallpaper"
Read and learn-
It can be done!
