Paint stripper problem on baseboard heater cover
I used a paint stripper on my old baseboard heater cover. I was able to scrape the old paint off with no problem. I then proceeded to sand and clean the covers. I cleaned with soapy water, which may have been my mistake.
I allowed the covers ample time to dry and then painted them white. In some spots suddenly brown spots started appearing as the paint dried. What it looks like to me is that some paint stripper residue was left on there and is not allowing the new paint to stick. So I cleaned them again, with mineral spirits and a rag this time, and allowed them to dry. I added another coat of paint but it is STILL happening! There are still spots showing up as the paint dries. The spots basically have the look of rust. I tried a cheap primer I had laying around and the same thing happened.
My question is what do I have to do to remove all the residue? Would steel wool and mineral spirits do the trick? Would it help if I used something like Rustoleum before I added a topcoat? Use a better primer first?
