Paint still blistering after 5 Redo's

Southern Washington coast beach cabin. Southern wall - upper shingles have been painted (Home Depot BEHR exterior satin paint) and blistered. Bottom of wall just fine - just upper portion. I scraped and repainted. Same problem. Restraped, applied Kilz primer and then repainted - same problem. I have let it dry out first since we do get alot of rain. I have even let primer stay overnight and it will bubble. Anyway I have done this fives times to non avail. Rest of house paint is 99 ok except for a couple of small spots on north side with bubbles. Latex over oil base paint ? Moisture and/or direct sunlight - I have let it dry out and have done painting in early morning and late afternoon to eliminate the direct sun light. At end of my rope!!!!!!!!!! Help

That attic may be heating the wall up too much. Kilz primer is also worthless on an exterior. Prime any bare wood with Zinsser Cover Stain oil and only prime in the morning when the attic is cooler. Same goes for the paint.

Behr Paint: The plastic buckets are good, that's about it.

Check the moisture level of the wood.
