Paint keeps peeling

Scrapped popcorn ceiling off and attempting to paint with latex paint. Now, when applying a second coat of paint, the first coat peels off.

Paint keeps peeling

Did you sand, wipe it all down with a damp cloth, and use a primer before the paint?

Good points Joe C.... Did you wait between coats to allow the paint to dry? Recoating too early will re-wet the first coat and cause it to lift from the surface but i think that i will agree with the surface prep with this one. If you are waiting between coats then take a sample of the dry paint that has peeled off and look at the back of it for drywall dust. If you find evidence of dust or dirt then you should clean as joe said and probably use a bonding primer. I'm not a house painter so i can't suggest a specific product.

After scraping off texture- I always prime - with either Zinnser Gardz or a good boning primer. The mud in texture is not very strong and the paint will cause it to let go- Gardz will penetrate and seal.
Very often I am skimcoating a ceiling too so that usually bonds well to the previous mud, but I will even prime first then.
