P&P over P
 
So what do you guys suggest for primer and paint over new parging? :)

Ron, you're so alliterate:laughing:.
Since parge is a cementious product, at least you should use a standard masonry primer, nothing fancy, and the finish of your choice. But, is this for a basement?

I figured the M primer part but I just felt the need for three Pís. :)

This is an exterior foundation. Basically large patches. The existing has many coats of white.

Iím just unsure on the topcoat. Just any quality exterior latex or what???

I took a chance with my play on words on your use of alliteration, as it would have been mistaken by the illiterates.
Generally, you don't want to bring attention to foundations when painting, unless they play a prominent role in the facade, then you would paint them with the siding color. Using a sheen just draws attention, so probably a flat. Is that what you have on there now, and did it hold up well? Do you feel you need to change for any particular reason, maybe moisture resistance? If it held up okay, and all else is fine, no sense changing to something that may not. Stick with what's working.

As a retired English teacher, I found Jsheridan's comment on alliteration/illiterates to be a prodigious pun from a perspicacious professional painter. Sorry, couldn't help it.

Igneous, after consulting with Webster--thanks, lol. That's a good one.
This is a great place to play on words and names, and would be even better if not for the G rating. I'm too fried at this point to match you.
