Old green paint


Anyone know how to reasonably paint over or remove this 1950 paint? It is waxy and even Kilz barely sticks to it- even after we "roughed" it up and put a primer on it is just bubbles up and peels. It is ALL OVER the house- I can't imagine scrpaing it all by hand- event ough the flat surfaces peel in sheets the nooks and crannies kill- it took 2 weeks to pick it off in one room- and the wordwork looked terrible from the trauma. Ideas?

I assume the Kilz you used was latex (Kilz2)?
Scuff it with sandpaper, dust clean, and prime with an alkyd enamel underbody.
