The New Lead Rule


I was under the impression that the new lead rule was going into effect September 30th, 2010. But I was just told by a another painting contractor here in Portland Oregon that in all states it has been in place since April (except Tennessee)

Is this true?

Pearl Painters Portland Oregon
The law has been in effect as of April 22, 2010. The EPA has only extended there lead certifiction training programs.

So what the extension is designed to accomplish?
