Can I paint over Kilz original oil base with latex paint?

I haven't used the stuff in years but the guy I started doing work for this summer loves the stuff. It doesn't seem to be as potent as it used to be. It seems a lot thicker than I remember but so is just about everything else.

I use it on ceilings all the time. It works fine for what it's meant to be used for.

Water stains - cigarette yellowing-priming bare drywall after removing popcorn.
