How to smooth a rough paint surface?

I have a few rooms in my house that look as though someone painted them with a string mop. It is not a textured paint, but either the paint or the nap on the roller created a very rough surface. I want to smooth it out and then repaint. I was thinking about renting a drywall disc sander. Any thoughts? TIA.
