How to paint over paneling

Actually it is Vinyl wallpaper covered paneling. It is ugly 70's style. I want to paint over it as removing it isn't an option right now. Will Kilz work?

That really, really, really...really, should be removed
Very little has a good chance of sticking w/o failure

If you must, a good skuffing with an orbital sander (not too remove it or totally "fuzz" it out...just to give the primer some tooth) and a coat of BIN (pigmented shellac) might stick OK
But it's not going to be pretty if it fails or you ever do try and remove it at a later time

When we moved in 10 years ago the dining room wall on the other side of the kitchen had this same wall paper. That wall is painted and it has held up well. To remove this paneling would be a project my 4'10 self could not do and I have a disabled husband and limited funds to hire it done as the kitchen cabinets are hanging on this paneling. Since the wall that is painted has held up so well I want to paint the kitchen.

I read that you can use Kilz to cover this. What does anything think about this?

It's a bit pricey, but I think it would work for you. (A gallon would go along way on paneling.)
Sherwin Williams: "Prep-Rite Bonding Primer" Good Luck!!!!!!!!!!!

Original Kilz (oil-based) is a great stain sealer
However, other than that it is not a good primer for other purposes
For this project you need adhesion

I've used the other SW Prep-Rite products and they are excellent, so I would not hesitate to use the bonding primer on Sir MixAlot's recomendation

Other than that I can recommend the Benjamin Moore Fresh Start primer line
The sales folks can direct you to the correct one (there's quite a few)
