How to get rid of dried paint?

I got a Purdy nylox Sprig at HD, when re dipping I notice dried paint on the side and near ferrule. The weather is not even hot. What wire brush would work best for cleaning?

Thanks

Any wire brush will work but you cannot be too aggressive or it will damage the brush. A brass one is not as abrasive.

During painting time,Would a putty knife work for scraping off paint?

condition you brush prior to using it and you will avoid this. And cleaning will be much easier. If using water based paint, soak the brush in water prior to using it. If oil paint soak in mineral spirits. Now the paint will not soak up into the ferrule to start with.
