How to fix a peeling bathroom ceiling

The house was built in 1960. I believe that soap scum may be the problem, but from everything I am reading it sounds like someone may have used an oil based paint at some point. I will give it a few more weeks and will then scrap it, and re-do it again. I was looking for what to use so it doesn't peel again as it was quite a bit of work. I will also see if I can get someone help me get the ceiling fan to vent outside instead of in the attic.
