how do i know if i messed up with polyurethane

i have never used poly before and didnt know what to expect. i was so scared i messed it up. so i am assuming after wiping it down and apply second coat of poly it should dry looking clear and shiny over black paint, hopefully

im not sure if this is a duplicate or not but if a foggy look is normal then i assume after i wipe it down and apply second coat it will dry clear and shiny over black paint......hopefully. and what is the best type of brush or sponge is best to use?
