fix eggshell flashing

My builder painted my new drywall and there is quite a bit of flashing and I'm wondering about the best way to fix it.

It was new drywall.
He did not use a primer.
He used Valspar premium eggshell paint (medium beige color).
He sprayed with airless sprayer and backrolled.

Now you can see flashing where the mud and paper have different sheens.

Will additional coats of paint eventually fix this issue if I use the appropriate technique (long strokes in one direction painting dry to wet)?

OR will I need to do something more drastic?

First fix, your builder should find a painter.
And that painter should fix it.

Additional coats may fix it - might be better to do a coat of quality tinted primer/sealer and one more coat of eggshell on top of it.

No sense in priming now. One coat of anything will never be enough on bare drywall. One more coat "might" do it but that is the exception, 3 coats is almost always the rule.

My point is- did the builder do this- then it is on him.
Or is it the poster- using the builder did it line?
Whoever did it didn't know much.

Matthew on the other hand, does.
