Drylok

We just put a coat of DRYLOK on one basement wall and decided we want to actually paint all the walls in our garage white. They are all concrete, what do you suggest to use?

DRYLOK is really for a first coat on masonry. If your garage is drywall then just about any latex primer will do for a first coat.
