Dry lok extreme over old drylok on cellar walls?

I have cellar walls that were originally painted with regular drylok about 8-10 yrs ago. The walls are starting to "bubble" in places again. The drylok extreme paint instructions say that the extreme version can be used over the old drylok paint, but the answers in this forum, lead me to believe that it can't be done.
Assuming I etch the problem areas, will dry lok extreme work?

It will work just like the first attempt did but probably won't last near as long.
